Does stop-restart really help and if so, why?

It has been observed that when downloading web pages and the throughput you receive is very small, that it is sometimes “better” to just select stop and then immediately hit retry. The first stage of the project involves scientific testing to see if this effect is apparent or real. Does it only work for certain web sites and not others? The second stage will involve attempting to determine the cause if any. Is it an artifact of the way web servers queue and handle requests? Is it to do with the dynamics of TCP such as receiving losses in slow start? etc….
