Motivation and Goals of COMMELEC NRP70

A massive penetration of distributed energy sources (solar photovoltaic in summer, cogener- ation in winter, small scale wind farms in all seasons) is expected to be one element of solution to the electricity gap problem. However, this poses several problems such as quality of service of the distribution network and the requirement to provide voltage and frequency support to the Swiss and European grids. The classic solutions to these problems imply to (1) upgrade the electrical distribution networks and/or (2) deploy additional generators for compensation, mostly fuel based and/or (3) curtail renewables when their volatility poses problems. All of these solutions are expensive or environmentally non-desirable. An alternative is to use modest local electrical and thermal storage (such as batteries, super- caps, heating and cooling systems, water reservoirs, hydrogen, flywheels or compressed air tanks), but this is difficult to deploy using the classical control means based on frequency. PRN70 COMMELEC will investigate a radically different approach whereby power systems directly communicate with each other in order to define explicit realtime setpoints for active/reactive power absorptions or injections. This will allow a distribution network with local generation to make efficient use of modest amounts of storage and demand response in order to (1) operate safely without curtailing renewables and (2) act as a virtual power plant that participates in the overall grid quality of service. The problems we want to tackle are:

How can such a control method be made robust and scalable (i.e. able to reliably and economically be deployed in a large number of distribution grids)?
How can the method interface with storage and demand response technologies?
The goal of this project is to develop and implement a radically new method for the control of grids, therefore, the primary audience is the scientific community, who will receive and evaluate scientific papers describing the method and results of its implementation. A second audience is the operators of distribution grids, who participate in the project advisory board. A third type of audience is the intellectuals who provide academic support to the regulator concerning regulatory and economic issues, who will also be represented in the advisory board. A fourth type of audience is the vendors of electric grid control systems, who will be represented by the participation of ABB.
