Staff Commission

Art. 13 of the EPFL Council ordinance on the EPF domain staff states that “Staff commissions can be created in the two EPF and research institutes if a majority of collaborators approve” (loose translation). Nothing is specified about the mission of these commissions. One has to refer back to the Ordinance on the staff of the Confederation to find, in art. 109: “Staff commissions issue an opinion to the attention of the central body concerning:

  1. general questions concerning the staff of the administrative branch;
  2. propositions that simplify and improve service and measures concerning construction;
  3. propositions concerning questions of health and training.

These tasks are undertaken within the EPF by associations of the various bodies and by the School (College) Assembly. It is noteworthy that there is a staff commission for the EPFZ, created in 1970 following a vote, at a time when the assistants and teachers were not as yet a part of the staff according to the LPers definition. It is therefore the equivalent CAT association and does, in no way, claim to represent the other bodies of the EPFZ. The APC has, on two occasions in the 70s, attempted to obtain a majority of votes in order to create a staff commission at the EPFL. Unable to collect a majority in excess of 50% of the staff, it proclaimed itself deputy staff commission and claims to fulfil all functions on its own. Even if this were legitimate, its functions should limit themselves to put forward opinions to the administrative bodies and which does not include the submitting of staff delegates in mediatory bodies. It would need an ordinance to assume such tasks.
