J’ai le grand plaisir de vous annoncer l’élection ce jour en assemblée extraordinaire de Dr Jan Van herle, MER, comme nouveau président ACC-epfl.
Jan Van herle, membre de l’ACC depuis plusieurs années, bénéficie d’une large expérience associative et d’une excellente connaissance du domaine des EPF. Il saura continuer de défendre les intérêts des membres de l’ACC et des partenaires sociaux.
Je lui suis particulièrement reconnaissante de son engagement et lui souhaite beaucoup de plaisir et d’intérêt dans cette charge, autant que j’en ai eu moi-même.
J’en profite pour prendre congé de vous, car bien que restant membre active, je me dédie maintenant à mon mandat à l’Assemblée d’Ecole.
Je vous remercie chaleureusement de votre soutien ces 4 dernières années et de votre fidélité à l’Association.

Chers membres de l’ACC section EPFL,
Il est temps de tenir notre AG annuelle, et comme de (bonne) coutume, nous en profiterons pour débuter cette séance par une partie “conférence publique” ouverte à toute la communauté EPFL (l’invitation sera lancée prochainement).
Cette année, nous avons convié le Vice Président Prof. Gillet et les vice-provosts Prof. Mortensen et Prof. Vanderghynst, pour un débat sur la thématique des carrières à l’EPFL, sujet qui préoccupe beaucoup de monde et suscite des interrogations. Nous comptons sur votre présence, non seulement pour cette première partie, mais également pour la partie AG pure, pour le renouvellement du comité selon le point détaillé ci-dessous.
- Appel à candidatures pour le comité de l’ACC section EPFL
Un des six membres du comité arrive ce printemps au terme des six années maximales de service dans le comité. Nous sommes donc à la recherche de personnes candidates pour le comité, tous corps confondus.
Les membres du comité sont élus pour 2 ans renouvelables (max 3 fois). L’élection aura lieu officiellement par vous tous lors de l’Assemblée générale.
Lors de cette AG, le mandat de la présidence sera également ouvert à nouvelle élection ou à reconduction de la présidente actuelle. Toute option est possible.
L’ACC-epfl est un partenaire social reconnu. Il est important que nous continuions à le faire vivre pour pouvoir participer aux consultations, aux négociations salariales, et autres discussions avec la direction EPFL. Ne laissons pas l’association s’essouffler, nous avons besoin de personnes qui s’engagent.

Description of the section ACC-EPFL
The EPFL section of ACC was founded on 24 January 2007. It automatically groups all ACC members who are or have been employed by EPFL.
Presently (Sept. 2013), the section counts 110 members.
The ACC is a union bringing together more than 4500 members of the higher ranks (functional position 8 or higher*) of the Confederation or its firms. It is politically independent and endeavors to promote the material and immaterial interests we all set our hearts to. So it participates to all negotiations pertaining to commitment and Social Security with the Federal authorities and the Council of the Swiss Federal Institutes of Technology.
*PhD students and post-docs may also become members as future ‘higher ranks’

Résumé de la 6e Assemblée générale 2013 de l‘ACC, section EPFL
L’Assemblée générale 2013 a réuni peu de membres (une vingtaine) pour la partie AG, mais la conférence de J. Ledgard a fait salle comble.
Pour l’AG, nous avons pu compter sur la présence du représentant de Zürich, Albert Fritschi, malgré que ce 15 avril était jour férié. Nous ne l’en remercions que plus vivement. Il représente le Comité central, absent pour cause de collision de séances.
Points essentiels :
Bilan de l’ACC-epfl : le nombre de membres a franchi les 100. Les efforts restent à faire pour en attirer de nouveaux, mais l’évolution a été remarquable depuis 2007. Publica : l’ACC-epfl est représentée à tous les niveaux : Assemblée des délégués, Commission paritaire et Commission de caisse (c’est presque fait !). La question de l’augmentation salariale est toujours aussi difficile : après 2 ans d’augmentation moindre par rapport au personnel de la Confédération, 2012 a connu une légère inversion puisque le domaine des EPF a bénéficié d’un petit 0.1% supplémentaire d’augmentation par rapport à la Confédération (0.6%). Mais le retard n’a pas été rattrappé. A discuter encore.
Les nouveaux membres au comité ont été élus par acclamation : il s’agit de MM. Robert Dalang, Boris Beaude et Jérôme Chenal.
La nouvelle présidente, Consuelo Antille, a également été élue par acclamation.
Le président sortant, Philippe Thalmann, a été chaudement remercié, ainsi que MM. Xavier Llobet et Serge Vaudenay, membres de la première heure. Il leur revient toute la reconnaissance pour les efforts de fondation de la section. Le nouveau comité hérite ainsi d’une belle section qui lui incombe de faire encore grandir.
Le comité se tient à disposition de ses membres et accueille toute proposition avec plaisir.

The general assembly was followed, at 6 pm, by a public discussion of budgetary perspectives for higher education and research. It was introduced by MP Olivier Feller, member of the finance commission of the National Council.

Over the coming months, the Federal Parliament will make important decisions for the future of ERI sector (Education, Research and Innovation) on the basis of ERI 2013-2016 Message of the Federal Council. This provides a total budget (credit line) from 2013 to 2016 for CHF 26 bn (23.8 bn for the ERI sector itself and 2.2 bn for the EU Framework programs). In this budget, there is an average annual growth of 3.7%. This average growth rate hides much lower growth for the next two years (2.7% and 2.4%), offset by growth rates exceeding 4% in the last two. This obviously complicates planning for schools (“stop and go”). Especially since reality has always been in short of these framework credits, since Parliament establishes the means actually available in the annual budgets of the Confederation. It is likely that savings plans will shave growth in 2015 and 2016. They are imposed by the debt brake, forcing Parliament to avoid deficits in the budgets and if they went ahead anyway, to compensate for them with additional savings in future budgets. Thus, “financial shocks” such as the purchase of fighter aircraft or business tax reductions should be offset by savings wherever possible and where resistance is not too high, typically the ERI sector. As the EPFL-President pointed out, the budget of the ETH Domain will become difficult even without saving programs, because the Federal Parliament or the Council imposes additional tasks to the domain (eg. energy research to compensate for the abandonment of nuclear power or the Flagship programs) without increasing its resources. Not to mention the fact that the budget growth remains far behind that of the number of students!

The general assembly was followed, at 6 pm, by a public conference on Publica’s investment strategy by Mrs Haury, Chief investment officer of Publica.

With a conference of Mr. Piero Cereghetti, head of human resources at ETHZ, who presented the experiences at that school with the new pay system.

Founding general assembly 24 January 2007
This assembly gathered 31 members of the EPFl staff. After debating on the opportunity to found a second syndicate at EPFL, it was decided to go ahead, adopt a charter and elect the first board and its president: Philippe Thalmann (president), professor of economics; Xavier Llobet (secretary), senior scientist CRPP; Japhet Bagilishya, IT responsible in faculty of sciences; Jean-François Person (vice president), responsible for EPFL infrastructure and buildings, and Serge Vaudenay, professor for security et cryptography.
